Jackson has been sidelined for the last three games after sustaining the injury in Week 4 against the Kansas City Chiefs.

The Ravens listed Jackson as a full participant in Monday’s walkthrough and Harbaugh expressed that he is “very confident” Jackson will be back in action Thursday. His absence has been significant: prior to the injury, Jackson was leading the league with a 130.5 passer rating, throwing 10 touchdowns and only one interception.

The team also has drawn scrutiny from the league for inconsistencies in their injury-report process. Jackson was originally labelled a full participant on Friday’s practice despite only running with the scout team, which led to a late downgrade to “limited” before he was ruled out for the prior game.
